The Legacy The Breakwater prison was established in 1859 to house long-term convicts who had to work on the construction of the Breakwater in Table Bay. It was part of their hard labour sentence. Sir John Montagu suggested that the convicts be used for "public works" as he had seen a similar system working well in Australia in the early 1840s. The Industrial Breakwater Prison was built in 1901. It was built as an extension of the Old Breakwater Prison which was established in 1859. The design of the Industrial Breakwater Prison with its 4 castellated turrets and enclosed courtyards was based on English Prisons such as Millbank and Pentonville. Today the old prison is a National Monument and forms the core of The Breakwater Lodge hotel and conference complex.
